What about a Lunar:Beginnings game?
The general theory behind it would be similar to the ActRaiser series...especially Actraiser one.
You start on the Blue Star, playing as Althena in 'build towns' mode. In battle mode, Lucia does the fighting. You build towns, accomplish objectives, then Zophar shows up.
You have to zap him (As Althena, this time...), and the game starts over again on the silver star. This time, the Dragonmaster does the battle mode for you. The names change over the course of the game to all the Dragonmaster written about in the libraries.
The game would ominously end with Dragonmaster Ignatius being the latest one appointed...
