Well, you can count Ubi and WD out, since they only translate the Lunar games. ESP is highly unlikely, considering all ESP does is publish, not develop (and with GameArts, Treasure, etc. using companies like SquareEnix, Marvelous, etc. to publish their games, ESP really has no function anymore). Media Rings is highly unlikely, as they haven't done a game since Lunar Legend and we're given the task of Genesis/Dragon Song. Out of your options, GameArts is the only viable one, but JAM or another company could possibly do it too.

The only one up there that even could do another Lunar game is Game Arts. All the others would only publish or translate it, except Media Rings who, as G1 pointed out, haven't done any original Lunar games. KF
