My guess is that not having Jessica's mother in the story was for the sake of convenience. They wanted her to largely take after her father and it was easier to write that narrative if the mother simply weren't around... or something. 100% not in any of the games, and I wouldn't be surprised if it were never mentioned in any other supplementary material either. Tokyo Xanadu ex+ currently. Xenoblade 2 was a lot of fun except for the bloody gacha mechanic for acquiring new Blades... wish those had mostly (entirely?) been behind sidequests instead. orz
