To be honest I don't quite follow what you're saying here. You appear to be drawing a parallel between the novel Animal Farm and New York City in the 1970s and presumably to current events as well but without any info on which authorities are supposedly playing games I can't figure out what you really mean.

I guess what I'm saying is that, by it's very nature, said games are -in and of itself- what it means to be an authority no matter who it is!
